libsemanage1-dev software package provides Header files and libraries for SELinux policy manipulation, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libsemanage1-dev
libsemanage1-dev is installed in your system.
Make ensure the libsemanage1-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libsemanage1-dev *
You will get with libsemanage1-dev package name, version, architecture and description in a table
